Town Taxes are billed for real estate and personal property and are due by February 1st each year. As of July 1, 2015 the tax real estate tax rate is $.28 per $100.00 of assessed value; and the personal property tax rate is $1.65 per $100.00 Blue Book value. Taxes are based on the real estate or personal property owned on July 1 each year. A 10% penalty is added for late payment, and 10% interest is added per year for delinquent bills. As a resident of the Town of Clarksville, you will receive tax bills from both the Town and Mecklenburg County per State Code.
Business Licenses are issued for the calendar year and renewal applications are due by March 1 for local businesses, home occupations and out-of-town contractors with construction projects of $25,000 or more within the town limits. A 10% penalty is added for late payment. The initial business license is $30.00. Thereafter the fee is based on gross receipts for the calendar year, with $30.00 being the minimum license amount.
Golf Carts are allowed on streets with a 25 mph speed limit, except on Virginia Ave where golf carts are not allowed due to heavier traffic. Golf Carts are allowed to cross Virginia Avenue at Second St., Third St., Fourth Street Traffic Light, Fifth St., Seventh St. and Eighth St.. Golf Carts must be registered with the Town annually in January. Registration includes proof of insurance and use of a slow moving triangle emblem, plus a $25.00 fee. A copy of the ordinance is available in the Town Hall along with a map with all approved streets.
Water, Sewer and Trash Collection Information
The Town bills for water, sewer, and trash collection every other month. Bills are mailed out before the end of every odd month and are due on the tenth of every even month. A ten percent penalty is added after the tenth. Service is terminated after a 15 day delinquency. If service is terminated, a $20.00 reconnection fee is added to the total due. No second notice is given. The customer is responsible for all water that goes through the meter. Trash collection is billed for every active in-town water/sewer account.

For residents living in the Town limits, the minimum charge for two months of water, sewer, and trash collection service is $164.65. The amount of $60.00 for up to 6,000 gallons of water usage. The cost of water in excess of 6000 gallons is $7.00 per each additional 1,000 gallons. It also includes $86.65 for up to 10,000 gallons of sewer usage. The cost of sewer in excess of 10,000 gallons is $13.00per each additional 1,000 gallons. Trash collection is provided weekly. The residential garbage fee of $18.00 is also included. The minimum bi-monthly bill for businesses is $187.33 which includes a minimum $40.68 business garbage collection fee.
For those customers outside the Town limits, the minimum charge for two months of water and sewer service is $315.85. This amount includes $119.50 for up to 6,000 gallons of water usage. The cost of water in excess of 6000 gallons is $13.95 per each additional 1,000 gallons. It also includes $196.35 for up to 10,000 gallons of sewer usage. The cost of sewer in excess of 10,000 gallons is $19.92 per each additional 1,000 gallons. Trash collection is not available out-side of the Town limits.
