Notice of Public Hearing & Special Meeting


PLEASE TAKE NOTICE that the Town of Clarksville, Virginia will hold a Public Hearing at a meeting of the Town Council to be held on May 30, 2017 at 6:30 p.m. in the Town Council Meeting Room, Town Hall, 321 Virginia Avenue, Clarksville, Virginia, on the proposed conveyance of a sub-leasehold interest in real property by the Town of Clarksville, Virginia to The Clarksville Players for a forty year term concerning the Clarksville Fine Arts Center property located at 914 Virginia Avenue, Clarksville, Virginia, for recreational and redevelopment use as a public performing arts center.

All interested persons are invited to attend and present their views at the time and place above stated.  If you should need auxiliary aids, please contact the Office of the Town Manager at 434-374-8177 at least five (5) days in advance of the meeting.

Lake Life Summer Series

The Lake Life Summer Series: LIVE from Clarksville is brought to you by the Mecklenburg County Tourism Office, Clarksville Economic Development Association, and an amazing team of local business owners and citizens.

The 4- part concert series will be held on June 3rd, July 1st, August 5th, and September 3rd at the intersection of 5th and Virginia Avenue in the heart of the downtown historic lakefront community of Clarksville, Virginia.

Concerts start at 5:00 p.m. and last until 8:30 p.m.

Admission:  $5.00 per person

June 3rd- The Fantastic Shakers along with Logan Robinson

July 1st- Part Time Party Time Band

August 5th- Feature Attraction Band along with The Tobacco Road Band

September 3rd- The Embers featuring Craig Woodlard along with JB & The Get Down Browns

Please come early or stay late and enjoy the historic lake front downtown and visit our charming stores, resturants,and beautiful views.  All of our locally owned restaurants will be hosting specials before, during, and after each event! Memorial Day Ceremony & Memorial Day Closing

The Memorial Day Ceremony to honor our fallen soldiers will be held on Monday,  May 29, 2017 at 11:00 a.m. at the  Mecklenburg County Veterans Memorial Monument in Clarksville.

Please bring a lawn chair for the event.  Thanks.


The Clarksville Town offices will be closed on Monday, May 29, 2017 for the Memorial Day Holiday. Town Offices will reopen on Tuesday, May 30,2017 at 8:30 a.m.

Business trash will be picked up on Tuesday, May 30. No change for Residential.

Reminder: Private Property Maintenance

The Town of Clarksville is requesting assistance from the residents and business owners of the Town of Clarksville to assist in continuing to make the Town of Clarksville a great place to live, shop, visit, and conduct business.

In the coming weeks, the Town Staff will be enhancing our efforts to address properties in the Town limits that are in violation of the Town Ordinances in regards to Private Property Maintenance and Abandoned Buildings and Structures.

These ordinances were put in place many years ago to help insure that the Town remains a safe, attractive, and healthy place for the residents and visitors. The first step in this enhanced effort is to educate our property and business owners on what the requirements and expectations are. Listed below are the related Town of Clarksville Ordinances for your review.


(A) Owners and/or residents of property,residences, or business within the town, whether the property is vacant or occupied, shall keep such property maintained so as not to be unsightly, unsanitary, unhealthy, or a danger to any other citizen or a nearby structure.

(B) It shall be unlawful for any person to deposit, or abandon garbage, refuse, debris, dead animals or fish or other waste materials on the property of another.

(C) It shall be unlawful for any person to store,deposit, or abandon junked or derelict motor vehicles, boats,trailers, and the like on their property or the property of another.

(D) Owners of vacant property are responsible that their property does not become overgrown with weeds or brush so that it is unsightly or becomes a breeding place for rodents or otherwise presents a health hazard.

(E) Owners or residents shall not allow dirt, mud clay, sand, coal, gravel, crushed stone, litter, refuse, lawn debris, or sewage waste to be spilled, dumped, stored, or washed upon public streets, alleyways, sidewalks, or property belonging to another.

(F)  No person shall allow their pet animals to defecate on or otherwise create a nuisance on or destroy or damage the property of others.


Buildings and structures condemned by the Health or Building Official shall constitute a nuisance and shall be repaired or removed from the property at the expense of the owner.


Abandoned buildings and structures which have been, allowed to deteriorate to the point that they are unsafe, constitute a fire hazard or in any way endanger the public health, safety or welfare of residents of the town constitute a nuisance and shall be repaired or removed from the property at the expense of the owner.

Violations of these Ordinances may result in misdemeanor charges.

RFP- Fine Arts Center Lease

Don’t Forget Your 2017 Vehicle Decals

2017 Decals are in and available for purchase.

Residents in the Town of Clarksville & Mecklenburg County will be required to purchased a Decal in 2017.

Any vehicle with a current state license must  display a local county or town decal.

  • County/Town vehicle decals go on sale March 1st  and must be on your vehicle by March 31st. You must present your state registration card for each vehicle to purchase the decal. ALL PERSONAL PROPERTY TAXES must be paid in full before purchasing your county/town decal.
  • The current price of the decal is $25.00. Any decal purchased after March 31st for a vehicle owned on March 1st will incur a $25.00 late penalty, bringing the cost to $50.00 per decal. For any vehicle purchased after March 1st , the owner must purchase a county or town decal within thirty days of the purchase date.
  • To transfer a decal to another car, the registration for the vehicle along with part of the old decal (even if mutilated) must be presented. Transfers must be purchased within 30 days after the purchase date of the vehicle. There is a $2.00 charge for a transfer decal.
  • The purchaser is responsible for the safekeeping of their decal. A lost decal is the responsibility of the purchaser. There is no refund for decals.

Town decals can be purchased at Town Hall located at 321 Virginia Avenue from 8:30 am to 5:00 pm.

County decals can be purchased at The Virginia Avenue Mall located at 317 Virginia Avenue.
